Establishing Authority
The Republic of Vietnam Civil Actions Medal was established by Decree 147/SL/CT of May 12, 1964; Decree 205/LDQC/SL of December 2, 1965, and Decree 101/CT/LDQC/ND of March 17, 1967.
Acceptance by the United States
Acceptance and wear of this medal is authorized by Public Law 89-257, which authorized the acceptance of awards and decorations during the inclusive dates of March 1, 1961 and March 28, 1974 for service the Vietnam War.
Criteria
The Republic of Vietnam Civil Actions Medal was authorized for wear by United States military personnel cited for outstanding achievements in civil affairs in South Vietnam.

Description and Symbolism
Obverse
Eight pointed gold star, with the points on the diagonal being smooth and long, and the points on the Horizontal and vertical being shorter and with cut lines. In the center of the star is a brown disk depicting the figure of a soldier, a child, and a farmer with a shovel. The disk is, in turn, surrounded by a white ribbon inscribed"Civil Actions" above and "Medal" below (both in Vietnamese characters) with many short lines in between the inscriptions.
Reverse
The reverse of the medal is plain.
Ribbon
The Republic of Vietnam Civil Action ribbon bar for Officers consists of dark green and red, with a narrow stripe of dark green in the center. On either side is a very thin stripe of red, a very wide dark-green stripe, a wide red stripe, and a narrow dark green strip at the edge.The Officer ribbon has two thread-like red stripes in the center.
